律回春漸，新元肇啟。值此辭舊迎新之際，我謹代表山東省人民政府和1億山東人民，向關心支持山東發展的港澳同胞、臺灣同胞、海外僑胞和社會各界人士，致以誠摯的問候和新年的祝福!
剛剛過去的2019年，對山東來說，極不平凡。這是克難攻堅、砥礪奮進的一年。一年來，面對嚴峻復雜形勢，我們堅持以習近平新時代中國特色社會主義思想為指導，認真落實習近平總書記對山東工作的重要指示要求，堅持穩中求進工作總基調，以供給側結構性改革為主線，全面實施八大發展戰略，經濟社會持續健康發展。我們緊緊牽住新舊動能轉換重大工程“牛鼻子”，堅決培育壯大新動能、淘汰落后動能、改造提升傳統動能，高新技術企業新增2000余家，總量突破1.1萬家。我們聚焦聚力重大戰略，高標準打造鄉村振興齊魯樣板，扎實推進海洋強省建設，重大基礎設施建設進入“快車道”，高鐵、高速公路通車里程分別達到1987公里、6447公里，實現“縣縣通高速”，省內高鐵成環運行。
這是改革開放、創新引領的一年。我們用好“關鍵一招”，大力強化制度創新、流程再造，深化開發區體制機制、擴權強縣等重點領域改革，全面落實減稅降費政策，市場主體總量超過1000萬戶，對“一帶一路”沿線國家進出口增長15%以上，新設外商投資企業2000多家。我們組建山東產業技術研究院、山東高等技術研究院、山東能源研究院等重大創新平臺，與中科院共建海洋大科學研究中心，與中國工程院共建中國工程科技發展戰略研究院，建設20家省級“政產學研金服用”創新創業共同體，創新型省份建設展開新布局。
這是社會穩定、民安物阜的一年。我們高質量打好“三大攻堅戰”，有力有效防范化解重大風險，鞏固提升脫貧攻堅成果，持續打好“藍天保衛戰”等八場標志性戰役，“藍天白云、繁星閃爍”由“奢侈品”變成“日常品”。我們扎實保障和改善民生，全年城鎮新增就業130多萬人，社會養老保險覆蓋7700多萬人，基本醫療保險覆蓋9500多萬人，20項民生實事扎實推進，人民群眾有了更多更實的獲得感、幸福感、安全感。
回首一年工作，既有奮斗的艱辛，也有收獲的喜悅。成績來之不易，這是以習近平同志為核心的黨中央堅強領導的結果，是全省人民辛勤勞動、奮斗拼搏的結果，也離不開港澳同胞、臺灣同胞、海外僑胞和社會各界人士的關心、幫助和支持。在此，謹向大家表示衷心感謝!
2020年是全面建成小康社會、實現“十三五”規劃目標和我省新舊動能轉換初見成效的決戰決勝之年。我們將堅持以習近平新時代中國特色社會主義思想為指導，全面貫徹黨的十九大和十九屆二中、三中、四中全會精神，認真落實習近平總書記對山東工作的重要指示要求，按照“走在前列、全面開創”目標定位，堅持穩中求進工作總基調，堅持新發展理念，堅持以深化供給側結構性改革為主線，堅持以改革開放為動力，推動高質量發展，確保新舊動能轉換初見成效、全面建成小康社會和“十三五”規劃圓滿收官。
小康不小康，關鍵看老鄉。我們將始終堅持以人民為中心的發展思想，統籌推進穩增長、促改革、調結構、惠民生、防風險、保穩定，把群眾的安危冷暖放在心上，把上學、看病、養老、就業、社保等民生實事抓在手上，解決好群眾的操心事煩心事揪心事，讓高質量發展的底色更實，讓全面建成小康社會的成色更足。

New Year Message
Gong Zheng, Governor of Shandong Province
As spring is approaching, a new year begins. On this occasion of bidding farewell to the old year and ushering in the new, I wish to extend, on behalf of the People’s Government of Shandong Province and 100 million people in Shandong, my sincere greetings and New Year wishes to our fellow Chinese in the Hong Kong and Macao special administrative regions and Taiwan, fellow Chinese overseas, and to people in all sectors for their interest in and support for Shandong.
2019 has been a truly remarkable year for Shandong. Over the past year, we have overcome difficulties and forged ahead. In the face of grim and complicated challenges, we, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, acted on the important instructions and requirements of General Secretary Xi Jinping for the work of Shandong, followed the guiding principle of pursuing progress while ensuring stability, pursued supply-side structural reform as our main task, implemented the 8 major development strategies across the province, and achieved sustained and sound economic and social progress. With the major program of growth drivers transformation high on our agenda, we have been cultivating and strengthening new drivers of growth, phasing out outdated growth drivers, and transforming and upgrading traditional ones. Over 2,000 new high-tech enterprises were established in the province, making the total number exceed 11,000. We focused on major development strategies, adopted high standards for building Shandong into a model of rural revitalization, and made solid progress in pursuing Shandong’s maritime development. Major infrastructure development has entered a “fast track”, as evidenced by the 1,987 kilometers of high-speed railways and 6,447 kilometers of expressways, as well as the fact that every county of the province now has access to expressway, and a ring-shaped high-speed railway network has taken shape.
Over the past year, we have pursued reform, opening-up and innovation-driven development. By making full use of reform and opening-up -- a game-changing move, we made great efforts in advancing institutional exploration and process reengineering, facilitated reforms in key areas such as the systems and mechanisms for governing development zones, and delegating more powers to county-level governments. We fully implemented tax and fee reduction policies. The number of market entities exceeded 10 million. The import and export volume with countries along the Belt and Road increased by over 15%, and more than 2,000 new foreign-invested companies were established in the province. Several major innovation platforms were launched, including Shandong Institute of Industrial Technology, Shandong Institute for Advanced Technology, and Shandong Institute for Energy Research. We also put in place the Center for Ocean Mega-Science together with the Chinese Academy of Sciences, Shandong Research Institute of Development Strategies for China’s Engineering Sciences with the Chinese Academy of Engineering, and 20 provincial-level communities of innovation and entrepreneurship combining “governments, industries, academia, research institutes, financial capital, service sectors and commercialization”, thus breaking new grounds in making Shandong an innovation-driven province.
Over the past year, we have ensured social stability and people’s well-being. Sound performances were secured in the fight against “Three Critical Battles”. We took heavyweight and effective measures to forestall and defuse serious and major risks, and consolidated achievements in poverty alleviation. We made continuous efforts to notch up victories in the eight landmark battles, including the one to keep our skies blue. As a result, blue skies, white clouds and twinkling stars, once regarded as luxuries, have become commonplace. Solid steps were taken to secure and improve people’s well-being. More than 1.3 million urban jobs were created in the whole year; social pension insurance and basic medical insurance were expanded to cover over 77 million and 95 million people respectively; 20 programs designed to improve people’s livelihood witnessed solid progress. Now our people have greater senses of fulfillment, happiness and security.
Although there were arduous efforts in last year’s work, there were also joys of success. We owe these hard-won achievements to the firm leadership of the CPC Central Committee with Comrade Xi Jinping at its core, to the diligence and commitment of all people across the province and to the interest and support from our fellow Chinese in the Hong Kong and Macao special administrative regions, in Taiwan and around the world, and people in all sectors. I would like to take this opportunity to extend sincere appreciation to all of you.
The year 2020 will see decisive victories in finishing the building of a moderately prosperous society in all respects, meeting goals of the 13th Five-Year Plan, and achieving initial results in the transformation of growth drivers in our province. We will continue to be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the Party’s 19th National Congress and the second, third and fourth plenary sessions of its 19th Central Committee, put in practice important instructions and requirements over the work in Shandong made by General Secretary Xi Jinping, strive to take the lead and make all-round breakthroughs, follow the guiding principle of making progress while ensuring stability, act on the new development philosophy, pursue the deepening of supply-side structural reform as our major task, promote high-quality development driven by reform and opening-up, so as to achieve initial outcomes in developing new drivers of growth and bring a successful conclusion to our efforts to finish the building of a moderately prosperous society in all respects and the 13th Five-Year Plan.
People's living standards are the measure of success in our drive to build a moderately prosperous society. With the commitment to our people-centered philosophy of development, we will make coordinated efforts to maintain stable growth, advance reform, make structural adjustments, improve living standards, guard against risks, and ensure stability. We will always keep in mind the wellbeing of the people, and take practical actions to improve education, medical care, elderly care, employment, social security, and other areas benefiting people’s lives. We must solve the pressing, difficult and worrying issues troubling our people. All of our efforts will lay a more solid foundation for high-quality development and bring more successes in building a moderately prosperous society in all respects.
Openness and cooperation are the dominant theme and the strongest message of today’s world. General Secretary Xi Jinping required us to explore new horizons of opening-up. Bearing his instruction in mind, we will give full play to major strategic platforms including China (Shandong) Pilot Free Trade Zone, SCO Demonstration Zone, and Environmental Protection and High-Quality Development in the Yellow River Basin, in order to steer our opening-up toward higher levels and into more areas and greater depths, and keep pace with the times and seek win-win results with the rest of the world. We warmly welcome friends, both from home and abroad, to visit Shandong, to experience its long history, splendid culture, pleasant environment and hospitable people, to feel its passion and promising prospects in following the new development philosophy and promoting high-quality development, and to enjoy new opportunities and create a new future together. We will continue to improve the soft environment for businesses, the hard environment for development, and an enabling environment for innovation and entrepreneurship. We will provide robust policy support and top class services for talent and businessmen who come to Shandong to fulfill their potential and pursue their dreams, and make sure they will work and live in Shandong in a secure, relaxing and satisfying environment.
